Master mandate and project brief

Coordinate three distinct, mutually supportive projects without requiring full completion of Welsh records recovery before the museum or AR tour can begin bounded development. Keep the case-reopening option separate and dormant unless a defined evidence and legal test is passed.

1. Mandate and purpose

Why these projects exist

P1 — Replica museum in Argentina: develop a researched, source-graded, costed and permissioned proposal for a Great House Farm / Tŷ Mawr museum and landscape in Argentina.

P2 — Wales evidence recovery: locate, preserve, catalogue, verify and reconcile material held by public authorities, archives, land/planning/heritage/court collections, websites, email and witnesses, including FOI/EIR routes and oral history.

P3 — Parcel A augmented-reality tour: create a guided, source-linked interpretation of Llandough Parcel A and its historic landscape using mapped waypoints, wireframes and an AR-capable prototype.

P4 — Legal remedy: reserved for possible initiation only after the evidence and legal activation gate. It is not one of the three active delivery projects.

Planning and reversible research may proceed under approved work packages. This mandate does not itself authorise land purchase, building, external expenditure, publication of private testimony or legal filings.

2. Business case and benefits

Each project must remain worth doing

The museum's cultural/educational benefit and the tour's heritage/accessibility benefit can be developed on existing sources. The recovery project's additional time-sensitive purpose is to retain records before access becomes harder, identify gaps and preserve testimony responsibly. Their benefits overlap but are not wholly dependent on one another.

Each project's continuation depends on whether the next stage remains desirable, viable and achievable and benefits justify cost, time and risk. No third-party grant, sponsor, partner, charitable status or tax relief is assumed. P1 cost, visitor and operating estimates are not yet baselined; P3 acceptance and device requirements are not yet baselined; P2's full denominator remains to be reconciled.

  • P1 measures: source traceability of displayed historical statements; costed site and operating options; ownership and permission checks before selection.
  • P2 measures: stable source IDs; preserved copies and metadata; route outcomes and closure statuses; controlled witness records; reconciled parcel chronology.
  • P3 measures: source and spatial confidence recorded for each waypoint; accuracy and usability tests passed; appropriate access and privacy controls.
  • P4 measures: gate conditions met and recorded; otherwise no project completion measure is claimed.

3. Scope, exclusions and interfaces

Artefacts belong inside P1; legal reopening remains conditional

In scope: museum research, interpretation, design and feasibility; Welsh source recovery, preservation and witness testimony; the Parcel A AR narrative, spatial layer and prototype; shared source and version control; programme reporting.

Artefact/object cataloguing is a P1 museum work package, with provenance recovery coordinated with P2. It is not a standalone fourth active project. P3 remains an independent digital product and does not depend on acquiring a museum site.

Out of scope until separately approved: Argentine land acquisition, construction, public opening, optional visitor amenities, uncosted commitments, treating nearby archaeology as on-parcel, publishing private witness information, and legal proceedings without independent written legal advice.

4. Assumptions and dependencies

Parallel work, controlled hand-offs
  • Existing historical research and visual story material are adequate to start bounded P1/P3 desk research; they do not settle every historical proposition.
  • P2 supplies additional sources and corrections as recovered. P1/P3 incorporate material changes through version-controlled change records; neither must wait for all P2 routes to close.
  • Known Roman villa/farm evidence south of the church must be kept at its evidenced location. It may not be drawn on Parcel A without parcel-specific support.
  • Any early monastic/ecclesiastical layer needs authoritative source and location review before being drawn as an established building.
  • P4 depends on preserved primary-source material, material relevance, independent legal advice, a proportional business case and a written authorisation.

5. Governance and authority

Tailored PRINCE2 7 controls

Senior SupplierNot appointedConfirms specialist delivery and technical quality when needed.

Until assurance and role delegations are formally agreed, treat this as a working plan rather than an approved PRINCE2 baseline.

6. Quality, risks and tolerances

Source integrity and privacy are core controls
  • Each source has an ID, date/provenance, original format or reliable capture, storage location, preservation state, status and verification history.
  • Distinguish “not held”, “not found”, “no reply”, “incomplete”, “withheld” and “destroyed” only where that last state is documented.
  • Keep primary record, secondary description, first-hand recollection, inference and contextual/hypothetical reconstruction visibly distinct.
  • Witness identity/contact data and private communications stay in the restricted ledger; public release needs separate privacy and lawful-disclosure review.
  • Project-level time, cost, scope, benefits and quality tolerances remain unapproved until the Executive records them. Threatened evidence loss, missed legal deadlines, unapproved spend and forecast tolerance breaches require escalation.

7. Decision requested

Initiation is not implied

The Executive is asked to approve, amend or reject the three active-project structure; the bounded P1 and P3 start-up baselines; the P2 preservation and denominator-reconciliation priority; proposed reporting/checkpoint cadence; role delegations and separate project tolerances; and the rule that P4 remains standby pending its gate. No acceptance decision is currently recorded.
