Master highlight report — 22 October 2026
- Overall RAG AMBER
- Decision Working baseline; acceptance pending
- Next checkpoint 23 October 2026 · proposed
The programme is now represented as three active projects with separate products and measures, plus a conditional legal gate. No overall percentage is claimed because the current denominators cover different scopes. Preparing a project plan does not mean the museum or AR tour is nearly ready to open.
Project summary
Progress, current position and next action
| Project | Measure/status | This period | Next actions |
|---|---|---|---|
| P1 — Argentina replica museum | 17% of 12 starter tasks; actual museum delivery 0%. AMBER | Working brief and existing source corpus recognised as starting inputs. No site or build approval. | Source confidence, room/landscape product schedule, then scoped feasibility and cost model. |
| P2 — Wales records and testimony recovery | 19% of 893-task ledger; denominator incomplete for full scope. AMBER | Registered state: 169 done, 44 in progress, 645 not started, 35 blocked. This does not measure the share of all records recovered. | Preserve vulnerable items; keep FOI/EIR and archive routes current; integrate witness/source preservation tasks; reconcile parcel-level land/planning/heritage records. |
| P3 — Parcel A AR tour | 17% of 12 starter tasks; actual AR delivery 0%. AMBER | Research and visual story tour identified; no functioning AR model/prototype/pilot. | Map route; verify Roman-villa/farm and early ecclesiastical locations; define confidence legend and low-cost prototype. |
| P4 — Legal remedy | N/A; not initiated. STANDBY | No item recorded as having passed the activation gate. | Continue preservation/trigger review within P2. Activate only after independent written legal review and Executive authorisation. |
Principal risks and controls
Needs active management
- R1 — Records become inaccessible: preserve originals or reliable copies, metadata, headers, plans and versions promptly. A missing response is not proof of destruction.
- R2 — Incorrect site attribution: exact-site AR depictions need spatial source verification. Keep nearby archaeological features separate from Parcel A.
- R3 — Museum feasibility and cost: Argentine site/title, permissions, services, climate response, capital and operating cost remain open. No land commitment before a gate.
- R4 — P2 denominator: inherited 893-task measure does not include a fully normalised count for every preservation, witness and all-source task. Keep 19% clearly labelled until rebaseline.
- R5 — Legal trigger overstatement: discrepancy, non-response or public-body involvement alone does not establish wrongdoing or a remedy. Require a source, materiality, independent legal review and written gate decision.
- R6 — Assurance gap: independent Project Assurance is not appointed; preserve this limitation in reports and procure independent specialist review where a gate requires it.
Decisions requested
Not yet recorded as approved
- Approve, amend or reject the three-active-project structure and measurement method.
- Authorise bounded P1/P3 start-up tasks and set no-spend boundaries, owners and acceptance tests.
- Confirm P2 priorities for preservation, disclosure and witness material, plus the work to reconcile its full task denominator.
- Keep P4 dormant until its evidence/legal gate has passed.
- Confirm roles, project-level tolerances, independent assurance and next reporting checkpoint.
Next checkpoint proposed: 23 October 2026. No approval is inferred from this report.
