Project 4 — Case reopening / legal remedy (conditional)

P4 is a reserved option, not one of the three active delivery projects. It would assess and, if justified and authorised, pursue a lawful route concerning the 1987 judgment. An inconsistent document, unexplained gap, delayed reply, witness recollection or public-body connection is a lead to preserve and assess—not a finding of dishonest conduct or proof that a remedy is available.

Conditional mandate and brief

No automatic activation

While P4 is dormant, P2 may preserve and catalogue potentially relevant material. P4 must not be reported as “in progress” or assigned a delivery percentage until an evidence and legal gate has passed and a separate P4 Project Initiation Documentation, business case, budget, tolerances and work packages are accepted.

A potential trigger must identify the actual source/event, provenance, relevant representation or act, responsible role where supportable, materiality to a specific procedural issue, causal significance if applicable, and credible alternative explanations. The project must record both supportive and adverse material.

P4-G1 activation gate

All conditions required
  1. Preservation: retain the original item or reliable copy, context, provenance, version history and a stable evidence ID.
  2. Specific issue: explain what event, representation, act or omission the source may indicate, without asserting a conclusion the source cannot establish.
  3. Material relevance: describe how the item could affect a dispositive fact or procedural question, not merely add background or illustrate a discrepancy.
  4. Independent written legal advice: assess the applicable test and available route, standing, limitation/time, causation, adverse evidence, alternative explanations, procedural conditions and proportionality.
  5. Business case: scope, benefits, options, costs, risk, time limits, counsel/specialist requirements and alternatives are set out.
  6. Authorisation: Executive records a written go/no-go. A “go” must approve a separate P4 PID, budget, tolerances, management roles and authorised work packages.

If any condition fails, keep the lead preserved in P2, record why the gate is not passed and continue lawful evidence assessment. No external legal filing or accusation is authorised merely by identifying a trigger.

STANDBY · monitor at P2 checkpoints

Current state: no gate-passing item or activation decision is recorded in this programme baseline. The earlier trigger-monitoring list can continue to be updated under P2, where work is already authorised.

Permitted standby activity: preserve and provenance-check source items, maintain the trigger register, identify any relevant deadline, and refer materially changed evidence for independent assessment.

Progress measure: N/A. A dormant project has no delivery baseline; presenting 0% would imply initiation has occurred when it has not.

Next review: at the P2 evidence checkpoint, or earlier if a potentially material primary source or deadline issue emerges.

Boundaries with the other projects

P1/P3 are not put on hold by this gate

P1 museum work and P3 AR research continue independently within their respective approvals. P2 preserves records and maintains the source trail. Only P4 legal delivery remains gated; it does not control or prevent cultural, museum or AR work from proceeding.
