Llandough Community Council — meeting of 22 October 2026

This page tracks the Council’s publication obligations and follow-through on outstanding correspondence. It distinguishes a timestamped observation from a missed deadline and keeps the short statutory note separate from full minutes and any recording or transcript.

Related analysis: Clerk — Names, meetings and access. The Clerk page distinguishes published-minute findings from attendee-reported observations and unclassified meeting records.

What the dated record establishes

Snapshot — not a live status guarantee

The meeting took place on 22 October 2026.

The research record EV-0513 — agenda for 22 October, Item 10 records that, at 09:45 BST on 23 October, the meeting minutes had not yet been published. That is a timestamped observation only; it does not establish whether a document appeared later that day.

The Council’s Full Council page is the official starting point for checking the current agenda and minutes links. A link labelled “Minutes” should be opened and its document title, meeting date and availability checked before recording publication as complete.

Statutory decision-note deadline

Friday 30 October 2026

Paragraph 26ZA of Schedule 12 to the Local Government Act 1972 requires a community council, as soon as reasonably practicable after a meeting and in any event before the end of seven working days beginning with the meeting day, to publish an electronic note setting out the members who attended, apologies for absence, declarations of interest, and decisions taken including voting outcomes, subject to the statutory exceptions.

For the meeting on Thursday 22 October 2026, the seven working days beginning with the meeting day are 22, 23, 26, 27, 28, 29 and 30 October. The last day for that statutory note is therefore Friday 30 October 2026.

The deadline had not passed at the 09:45 BST check on 23 October. That snapshot alone is not evidence of a statutory breach. The check should be repeated against the live Council page by the deadline and immediately afterwards if the note is still absent.

Do not conflate the three records

Different functions
  • Statutory decision note: the short electronic note described above, with attendance, apologies, declarations and decisions/votes.
  • Full minutes: the formal record of the proceedings. Check when draft minutes will be available and when they are approved and published. Welsh Government guidance is available in its Local Democracy in Wales: Introduction to Governance in Local Government.
  • Recording or transcript: a separate record. Its existence has not been established here; a verbatim transcript is not the statutory decision note and is not generally required for every community-council meeting.

Next checks and closure criteria

Evidence-led; no assumptions about motive
  1. Check the official page now: open the linked 22 October entry, record whether the file loads, its title/date, and the check timestamp. Preserve the public URL.
  2. By 30 October: check whether the electronic decision note is published and whether it covers attendance, apologies, declarations and decisions/votes.
  3. If the note is absent after the deadline: preserve a dated copy of the official page and send a focused follow-up citing paragraph 26ZA. Record the response separately from the publication fact.
  4. Track full minutes separately: record the date the draft/full minutes are published, and later the approval date, without treating the seven-working-day note deadline as a deadline for an approved verbatim transcript.
  5. Track correspondence separately: the internal review requested on 13 October and the Clerk’s stated intention to convey the Council’s views after the October meeting are separate follow-up items. Do not close them merely because a meeting note or minutes appear.

Closure requires a dated link to the published decision note, a separate status for the full minutes, and an explicit outcome or next deadline for each outstanding correspondence item. Non-publication at the snapshot time is not by itself a conclusion about why something is missing.
