P4 Tŷ Mawr Replica Museum — Project Initiation Documentation (G0 working baseline)

Method: PRINCE2 Project Management Version 7, tailored to this project. State: working S0 initiation baseline pending G0 authorisation on 18 December 2026.

1. Project definition

Create an evidence-graded replica/open-house museum project in Puerto Madryn while keeping delivery independent of litigation and FOI completion.

2. Scope and work packages

WP-16; WP-17; WP-18; WP-27; WP-36; WP-37.

3. Products and acceptance

O-P4-01 research/design pack; O-P4-02 evidence-graded reconstruction; O-P4-03 interpretation/display system; O-P4-04 museum vehicle/site plan.

4. Quality management

Every reconstructed element is traceable to a source and status/confidence. Visitor interpretation distinguishes fact, family evidence and inference.

5. Business case and benefits

The project continues only while its benefits remain worth the cost, risk and effort and the next stage remains desirable, viable and achievable.

6. Organisation and authority

Executive: continued justification, major decisions and tolerances. Senior User: desired outcomes, benefits and user acceptance. Senior Supplier: specialist supplier interests when procured. Project Manager: day-to-day delivery within delegated tolerance. Project Assurance: independent checking. Work Package Owner/Team Manager: delivery of authorised products. Project Support: records, scheduling and configuration.

7. Plans and stage control

Project Plan → Stage Plan → Work Package → task. Work packages are authorised before execution. Completion requires the defined acceptance test. Forecast tolerance breaches are exceptions, not silent carry-over.

8. Risk and issue control

Risks, issues, changes and decisions are controlled through the PRINCE2 Control Registers. Evidence destruction, preservation failure and legal deadline exposure receive immediate control attention.

9. Communication, people and data

External correspondence is logged by reference and date. Stakeholder relationships have an owner and communication route. The Evidence Library is the documentary source, HubSpot the private execution ledger, and the Wiki the public programme index.

10. Tolerances

Benefits, cost, time, quality, scope, sustainability and risk tolerances are defined for each stage. Legal limitation, court/tribunal deadlines and evidence-preservation actions are zero-tolerance controls. Unknown external costs remain TBC until established.

11. G0 approval test

  1. Products and acceptance tests adequately defined.
  2. Business case and benefits remain justified.
  3. Roles and delegations clear.
  4. Risk, issue, quality, lessons and decision controls functioning.
  5. Stage Plan and work packages baselined.
  6. Outstanding exceptions within tolerance or explicitly decided.
  7. Next-stage authorisation decision prepared for 18 December 2026.
