Project Brief: P4 Tŷ Mawr replica and museum
The Project Office › Project Brief: P4 Tŷ Mawr replica and museum
- Status Definition in progress; initiation decision pending
Define a researched, costed and permissioned proposal for a Great House Farm / Tŷ Mawr museum and landscape in Patagonia, linked to a guided virtual reconstruction of the Welsh original. The public website and planning products are live; no Argentine site has been selected, acquired or approved. Formal initiation and stage baselines remain pending.
Project definition
Background, objectives, scope, constraints, tolerances, users, interfaces
Create an evidence-graded replica/open-house museum project in Puerto Madryn while keeping delivery independent of litigation and FOI completion.
WP-16; WP-17; WP-18; WP-27; WP-36; WP-37.
Project tolerances
Not yet agreed by the Project Board. As recorded:
Benefits, cost, time, quality, scope, sustainability and risk tolerances are defined for each stage. Legal limitation, court/tribunal deadlines and evidence-preservation actions are zero-tolerance controls. Unknown external costs remain TBC until established.
Outline business case
Why, and the option chosen
The project continues only while its benefits remain worth the cost, risk and effort and the next stage remains desirable, viable and achievable.
Project product description
What the project delivers
O-P4-01 research/design pack; O-P4-02 evidence-graded reconstruction; O-P4-03 interpretation/display system; O-P4-04 museum vehicle/site plan.
Project approach
How
Every reconstructed element is traceable to a source and status/confidence. Visitor interpretation distinguishes fact, family evidence and inference.
Project Plan → Stage Plan → Work Package → task. Work packages are authorised before execution. Completion requires the defined acceptance test. Forecast tolerance breaches are exceptions, not silent carry-over.
Risks, issues, changes and decisions are controlled through the PRINCE2 Control Registers . Evidence destruction, preservation failure and legal deadline exposure receive immediate control attention.
Project management team structure
Who
Executive: continued justification, major decisions and tolerances. Senior User: desired outcomes, benefits and user acceptance. Senior Supplier: specialist supplier interests when procured. Project Manager: day-to-day delivery within delegated tolerance. Project Assurance: independent checking. Work Package Owner/Team Manager: delivery of authorised products. Project Support: records, scheduling and configuration.

Visitor proposition and scope
Core museum first; later amenities optional
The house and landscape are the central offer: a guided tour, researched rooms, farm and family interpretation, a garden/orchard concept, education resources and a public source catalogue. The virtual Wales tour should be able to deliver value before any building opens.
Books, maps, prints and locally made products may support a shop. Weddings, accommodation, wax figures and equestrian facilities remain optional; each needs a separate permissions, demand, staffing and lifecycle-cost test.
The museum is a cultural and educational project. It is separate from UK legal arguments and can be planned independently of litigation or records-request outcomes.
Acreage and location control
106 and 166 acres remain alternatives
The historical research file currently retains 106 acres and 166 acres as competing readings. As unit conversions, these are approximately 42.9 hectares and 67.2 hectares. The figures must be reconciled to their source documents; neither is an established Argentine boundary or a purchase requirement.
The site-search area is south of Puerto Madryn. The parallel between Tŷ Mawr, Cardiff and the sea, and a future site, Puerto Madryn and the Atlantic, is a geographical design hypothesis. GIS work must define points and measurement methods before stating that the distances match.
See the Land Reconnaissance and GIS Plan.
Philanthropy, partners and grants
No third-party award assumed
The working funding assumption is founder-funded philanthropy for early work across four ring-fenced streams: UK legal work, Argentina feasibility, the Wales virtual tour and the digital/online presence. Each stream needs its own cost centre, budget cap, approvals, supplier evidence and report of actuals. This does not imply that a charity exists or that expenditure qualifies for tax relief.
Partner categories include local Chubut architecture, survey, legal, environmental and planning professionals; museums and schools; Welsh-Patagonian cultural groups; universities; local makers and visitor operators.
No grant, sponsor, public subsidy, partner or land agreement should enter the baseline before written confirmation. Current leads and eligibility restrictions are in the Funding and Partners Plan.
Stages and acceptance gates
No construction baseline yet
- Research setup: source-graded building brief and reconciled acreage question.
- Land reconnaissance: GIS, cadastral/title checks, environment, access, water and service constraints.
- Concept: climate-adapted house and landscape, visitor journey and community feedback.
- Business case: local capital, operating, staffing, maintenance and contingency estimates; lawful route to site and permissions.
- Delivery: detailed design, approvals, funding, procurement, construction and operational-readiness tests.
See the Implementation Roadmap. A site or construction decision cannot pass until legal access, permitted use, ecological suitability and total cost have been reviewed independently.
