Project Brief: Phase 2, Cedwyn Estate
The Project Office › Phase 2: Cedwyn Estate
- Project Phase 2
- Status Definition in progress; baseline not approved
The programme keeps Welsh parcel and archive research distinct from the proposed Great House Farm II museum in Argentina and the Wales virtual reconstruction. The workstreams share research standards and reporting, but have separate land, legal, funding and delivery decisions. The physical museum has no selected or acquired Argentine site.

Background, objectives, scope, constraints, tolerances, users, interfaces
Background
The Cedwyn Estate programme runs in two phases. Phase 1 is Parcel A (Great House Farm / Tŷ Mawr). Phase 2 is the rest of the Cedwyn Estate, about 40–45 parcels (CH-004).
Project objectives
Develop a repeatable, source-linked method for assessing the remaining Cedwyn Estate parcels after the Phase 1 method and outcome are understood; record why each further parcel is researched, deferred or closed.
Desired outcomes
A prioritised parcel register, clear source trail and list of material unknowns; decisions tied to the evidence standard; a controlled membership pilot with separate consent and data-protection controls. The Argentina museum and Wales virtual-tour projects remain related but separate workstreams.
Project scope and exclusions
In: the remaining Cedwyn Estate parcels; the membership pilot. Out: Parcel A (Phase 1).
Constraints and assumptions
- Phase 2 parcel work depends on Phase 1: the method, the evidence standard and the outcome on Parcel A decide whether and how each further parcel is opened.
- The evidence programme depends on archive access (National Library of Wales, The National Archives, Glamorgan Archives, Land Registry) and on new tools as they arrive.
- The membership pilot depends only on consent and data-protection controls (see its risks). It makes no statement about land ownership.
Project tolerances
Not yet agreed by the Project Board.
Users and other interested parties
The family; residents and businesses of Llandough, Leckwith and Michaelston-le-Pit (membership pilot).
Interfaces
National Library of Wales, The National Archives, Glamorgan Archives, HM Land Registry.
Outline business case
Why, and the option chosen
Not yet written. Phase 2 parcel work opens only on the Phase 1 outcome.
Programme risks
| Risk | Response |
|---|---|
| Phase 1 outcome is adverse or slow | Phase 2 parcel work stays closed; the evidence programme continues as research only. |
| Statements go beyond the record | Every public line cites a dated source; anything else is marked “our case”. |
| Data protection (UK GDPR / PECR) in the community side | Residents only by opt-in; business emails only to published business addresses, with an opt-out; drafts reviewed before sending. |
| Confusion with the statutory council | The pilot states that it is a voluntary membership scheme with no statutory powers. |

Original Welsh site
Documentary and legal work relating to Great House Farm / Tŷ Mawr retains its own evidence standards, deadlines, advice and cost controls.
Proposed Argentina museum
Great House Farm II is a cultural and visitor project under separate feasibility gates. Site search, local professional advice and a costed concept may proceed independently of the result of UK litigation or information requests.

Wales virtual reconstruction
A guided digital reconstruction can interpret the original house and landscape before an Argentine site opens. Source provenance, rights and confidence labels remain required.
Funding and programme controls
Maintain separate cost centres and approvals for UK legal work, Argentina feasibility, the Wales virtual tour and online infrastructure. See the Funding and Partners Plan. Founder-funded philanthropy is a working assumption, not proof of a fully funded build.
