Implementation roadmap and stage gates

The Project Office › Cedwyn Estate › Implementation roadmap

The project is active as a digital and planning exercise. The physical museum follows staged evidence and approval gates; no opening date, land parcel or construction budget has been set.

Proposed stages

S0 · Research setupSources register; architectural brief; acreage reconciliation plan; stakeholder and question logTerms of reference and research standards accepted
S1 · Land reconnaissanceGIS atlas, constraints map, cadastral/title checks, shortlist and local specialist notesAt least one viable route to land or an existing building identified, or a stop/amend recommendation issued
S2 · Concept and communityConcept plans, visitor journey, landscape brief, accessibility, interpretation and community engagementConcept reviewed by local professionals and relevant stakeholders
S3 · Business case and consentsCapital and operating estimates, delivery model, local permissions path, risk plan, funding and partner registerAffordable option, lawful site route, funded next stage and acceptable risk position

Stage durations are deliberately not fixed until local access, approval pathways, consultant scope and cost estimates are known.

Quality and change control

No silent scope expansion
  • All architectural and historical content receives a source, date, rights note and confidence/status label.
  • Concept drawings carry a permanent “not to scale / not a survey” label until replaced by verified survey products.
  • Land and construction decisions require written local specialist review and a costed option.
  • Every work package identifies product, owner role, cost cap, target date, acceptance test and risk controls before authorisation.
  • Any proposed scope change states effect on cost, time, quality, sustainability, risk and benefits before approval.
  • Public opening, prices, accommodation, weddings, equestrian facilities and visitor forecasts remain uncommitted until a relevant stage gate passes.

Reporting and decision cadence

Proposed governance

Monthly highlight report: stage status, deliverables accepted, spend and commitments by workstream, risks/issues, decisions needed, funding status and forecast. A stage-end report should include lessons, unresolved data gaps, updated business case and a recommendation to proceed, pause, amend or stop.

Until a local delivery team is appointed, role assignments are provisional. The Executive retains budget and continuation decisions; technical specialists certify their own scoped outputs; assurance is independent of the supplier who prepared the product.
