I-033Problem or concern21 Oct 2026 19:57 / 20:12ExecutiveConcern raised by the Executive (his words): “They tried to do it without even telling me where or when. When I asked to join they made it online only.” · “He didn't tell me. I had to ask.”
The record: The clerk’s 13 Oct 2026 email sent the agenda and joining link “as requested”, which fits “I had to ask”.
HighMediumProject ManagerOpenSet out the dated sequence (request for details, the clerk’s 13 Oct email sent “as requested”, the 16 Oct change) on the record page; use it in the Item 10 follow-up after the council hold ends.23 Oct 2026—
I-034Problem or concern21 Oct 2026 19:55 / 20:12ExecutiveConcern raised by the Executive (his words): “I won't be attending except in a face to face meeting. I didn't fly 7000 miles to discuss this online.” · “And when I asked and said I'd attend he made it online. This is not democracy. It's a scandle.”
The record: Clerk, 16 Oct 2026: the meeting would “now be held remotely only”. His own 20 Oct email had said he would join by Zoom; the order of events before 16 Oct is still to be laid out.
HighHighExecutive (decision D-02); Project Manager (record)OpenExecutive decides whether the clerk is told, in one line, that he will not attend online and why (D-02). Project Manager checks the date he first said he would attend against the clerk’s 16 Oct remote-only notice.22 Oct 2026 12:00D-02

I-036Problem or concern21 Oct 2026 20:02 / 20:12ExecutiveConcern raised by the Executive (his words): “Clerk tried to fob me off a year ago.” · “Its scandalous the same man who handled us then, the clerk, is stearing this now.”
The record: The clerk replied “unable to assist” on 20 Nov 2025 to the 14 Nov 2025 letter. Whether the same person held the role in the 1980s is not yet established from any document.
HighHighProject Manager (research)OpenCheck the council’s own records of the 1980s (minutes 1982–2000 at Glamorgan Archives P35/11–29; 1987–88 correspondence) for who held the clerk’s role then. Record only what the documents show.6 Nov 2026—
I-037Problem or concern21 Oct 2026 20:10ExecutiveConcern raised by the Executive (his words): “The meeting tomorrow is discussing 1026 bodies discovered and secretly moved without press coverage in 1994. […] a surprise but was no suprise.”
The record: 1,026 inhumation burials were examined (Holbrook & Thomas, Medieval Archaeology 49, 2005). The published 22 Oct agenda, Item 10(b), quotes the 1,026 burials through the request. Planning file 92/00671 (supplied by the Executive; read 21 Oct 2026): the outline consent 89/01396/OUT of 13 Mar 1990 carried archaeology conditions 16, 17 and 18 (decision notice, REPORT.pdf p.3). The reserved matters 92/00671/RES were approved on 3 Sep 1992 (approval stamp, 9200671A4.pdf p.1). On 13 and 15 Dec 1993 the Glamorgan-Gwent Archaeological Trust, the council’s archaeological adviser, wrote that condition 18 “has not been fulfilled and cannot be discharged by your Authority” and recommended that “a Breach of Condition notice is issued immediately” (archaeology responses pp.1–2). The council treated conditions 17 and 18 as discharged (its letters of 15 Oct 1990 and 15 Feb 1994), and the note of the 4 May 1994 meeting, dated 5 May 1994, records that “it is not your council's intention that our client should stop work on site” (archaeology responses p.41). One South Wales Echo article ran on 29 Apr 1994, p.5 ('Burial ground find sparks Romans or Dark Ages conflict': 30 skeletons, 'up to 300' burials). The 4 May 1994 meeting then agreed to keep the press away from the dig. No later Echo coverage was found for 30 Apr 1994 to Dec 1995.

I-075Problem or concern21 Oct 2026 (reopen-loop run 9)Project ManagerHis concern: the 1,026 burials (1994) and the 2016 lead about BP's deal with an archaeology firm. Finding so far: human remains on the farmhouse plot were first recorded in the 1990 trial trenches, and the burials in 1994, both after the 1987 trial. So the concealment-from-the-court hypothesis is not supported. Post-1987 facts kept open: the March 1992 full planning permission had 'no condition requiring further archaeological work', and building work outside the dig disturbed 'probably at least 30' burials, with only 2 recorded (Holbrook & Thomas, Medieval Archaeology 49, 2005).
The record: The planning file corrects the 2005 report on two points: the 1992 consent was reserved matters under the 1990 outline (approved 3 Sep 1992), and the outline carried archaeology conditions 16–18. See I-037 for the dated sequence and sources.
HighMediumProject Manager (reopen-loop)OpenKeep the post-1987 handling of the dig (1992 permission; the disturbed burials) open under ground R7; next primary sources: the 1992 planning file and the excavation archive.Review at G0, 18 Dec 2026I-037, reopen triggers
I-076Problem or concern21 Oct 2026 22:15ExecutiveThe Executive asked what “ECHR Buckler v BP 1989” is and whether it can be reopened.
The record: Found: European Commission of Human Rights application 14464/88, William Buckler v the United Kingdom, introduced 3 May 1988, registered 12 Dec 1988, declared inadmissible 14 Apr 1989 (Arts 6, 8, 13 and Art 1 Protocol 1). Not published on HUDOC; the four-page decision is held (wayback EV-0122). A Strasbourg application lies against a State only, so BP was not a party. Buckley v the United Kingdom (20348/92, judgment 25 Sep 1996) is a different case (Gypsy caravan site, Willingham). No route reopens an inadmissibility decision: restoration (Art 37(2), Rule 43(5)) covers struck-out applications and Rule 80 revision covers Court judgments. A new application needs relevant new information (Art 35(2)(b)) and is due within four months of a new final domestic decision (Art 35(1)).
HighMediumProject Manager (research)OpenAsk the Strasbourg registry what survives of file 14464/88 (the application form and the file itself; the wiki records it as destroyed under the Court’s retention policy, with no source document held).
